Default Part of the equation for a combination working in one tank and not another?

Aggression in pupfish of the same or closely related species can vary in nearby locations due to temperature and water chemistry. In a tank individual temperament is certainly a factor imo, tank size and aquascape also, but could differences in water chemistry be part of the reason a combination works in one tank but not another?
