Default diy canister filter advice

So I made the diy canister filter and i finally got it sealed up and tweaked just how I want it. A couple questions, I have a polishing pad on top followed by sponge and hair curlers for bio media. The bio section is completely full of curlers, should i leave it like that are take a little out? Another question, I put a radiator drain cock on top of the filter to release pressure so i could prime it. Should I fill it completely up to the top with water so there is no air in it or should i only fill it a portion of the way?
